Who We Are

Through the efforts of Jamaat-e-Islami members and the growing circulation of Maulana Maududi’s literature, more and more women began to respond to the movement’s message. One lamp lit another , and the circle continued to expand.

On 15 February 1948 , a gathering of around 150 representative women was held in Ichhra, Lahore. In accordance with a decision of the Central Majlis-e-Shura, Jamaat-e-Islami Women’s Wing (Halqa Khawateen) was formally established. Ameer-e-Jamaat Syed Abul A‘la Maududi appointed Jamaat member Hamida Begum as its first Qayyimah .

The women present at that historic gathering took to heart Maulana Maududi’s guidance:

From that day to the present, the Women’s Wing has continued its mission of carrying the message of Allah’s Deen to women across society. Generation after generation, the journey of guidance has continued , with each generation carrying forward the responsibility of da‘wah and entrusting it to the next.

From Aapa Hamida Begum to Dr Humaira Tariq , successive leaders have guided women workers in spreading the light of truth throughout Pakistan. In cities and villages, among the educated and the less literate, among homemakers and working women, in the political arena and across the vast field of public service, the women of Jamaat-e-Islami can be found striving for Iqamat-e-Deen , while upholding the values of modesty, dignity and Islamic character.

    Our Policy for Women's
Rights & Dignity

The Women Wing believes women must be respected, protected, educated, and given opportunities according to Islamic teachings and the Constitution of Pakistan. Our policies are rooted in justice, compassion, and the recognition of women's essential role in a healthy society.

    • Women's Education

We believes that every girl should have access to quality education regardless of her family’s income or social background. Education for girls should be free and compulsory up to matriculation, while women must have equal opportunities to pursue higher education, professional training and skills development. A society cannot progress while half of its population is denied the knowledge and opportunities needed to contribute confidently to family, economy and public life.

    • Protection from Harmful Social Practices

Women must be protected from customs that violate their dignity, consent and rights. Jamaat-e-Islami supports firm action against practices such as forced marriage, Wani/Swara , marriage to the Qur’an, trafficking, coercive dowry demands and so-called honour killings. Cultural tradition cannot be used to justify oppression. Marriage, family life and social relations must be governed by consent, justice, responsibility and the protections provided by Islam and the law.

    • Dignified Access to Public Services

Women should be able to approach public institutions with dignity, privacy and confidence. Dedicated women’s facilitation desks should be established in relevant government departments, police stations, hospitals and other public-service institutions so that women can access services, file complaints and seek assistance without unnecessary barriers. Public systems should be designed to serve women from every social background, including those who may have limited mobility, resources or family support.

    • Inheritance, Property and Economic Rights

Islam gives women clear rights to inheritance, ownership and independent control of property, yet many women in Pakistan continue to be deprived of these rights through social pressure and family practices. Jamaat-e-Islami supports effective legal and administrative measures to ensure that daughters, sisters, wives and mothers receive their lawful inheritance without delay or coercion. Those who deliberately deprive female heirs of their rights should face meaningful legal consequences, including restrictions on holding public office where appropriate.

    • Protection from Harassment

Women have the right to study, work and participate in society in an environment where they are protected from harassment, intimidation, exploitation and undue pressure. Jamaat-e-Islami supports the effective enforcement of laws against workplace harassment. A reliable complaints mechanism should ensure prompt and transparent investigations, with appropriate punishment for those found guilty. Public and private institutions must provide women with a dignified, safe and family-friendly working environment in which they can develop and contribute according to their abilities while observing Islamic principles.

This organized structure helps in planning, coordination, implementation, and monitoring of all activities across Pakistan — from national campaigns to local welfare programs.
